ChatGPT Business vs Enterprise: which plan fits?

ChatGPT Business vs Enterprise: that is the question once individual private subscriptions are to become a shared company account. Both plans offer a dedicated workspace; by default, OpenAI does not use your business data for model training. The differences lie in pricing model, administration, data residency and contract form.

This post compares the two plans side by side based on the OpenAI pages, with date and source. What OpenAI does not publish is marked as open. This applies above all to the price of Enterprise.

TL;DR

  • ChatGPT Business is a self-service plan: Standard seat USD 20 per user per month with annual payment (USD 25 monthly), Premium seat USD 100 per user per month with annual billing (USD 125 with monthly billing). ChatGPT Enterprise is sold through sales; the Business pricing page names no flat seat price for it.
  • Data residency in ten regions, including Europe (EEA and Switzerland), SCIM, Enterprise Key Management and IP allowlisting appear in the comparison table only for Enterprise; on data residency for Business, the table and the Help Center contradict each other (see the Data section). Training on business data is off by default in both plans, and OpenAI offers a data processing addendum (DPA) for both.
  • OpenAI names no threshold from which Enterprise "pays off". What matters is whether your requirements for contract, administration and data location are covered by Business. The section on choosing a plan lists the criteria.

The two plans at a glance

The following table uses the same rows for both plans. The sources are the business pricing page, the Help Center article on Business, the Help Center article on Enterprise, the data residency page and the "Enterprise privacy" page. Most OpenAI pages returned HTTP 403 when fetched, so the table entries come from Wayback captures. The respective capture date is given in the table and in the list of sources; two further Help Center articles are marked separately in the list of sources.

The rows are covered in more detail below. The table reflects what OpenAI wrote on the named pages at the time of capture. Prices, features and seat types can change. Check the pricing page yourself before ordering.

Pricing and billing

According to the OpenAI pricing page, Business costs USD 20 per user per month with annual billing, or USD 25 with monthly billing, for a Standard seat. A Premium seat costs USD 100 per user per month with annual billing or USD 125 with monthly billing (capture of 4 October 2026). The Help Center article names the same amounts but notes that prices may differ by country and currency. Prices are stated in USD; this post converts nothing.

According to OpenAI, it has updated the seat logic. A seat is, per OpenAI, paid capacity in the workspace, separate from the person who uses it. A workspace needs at least two seats (two of the same type or one of each type), and Standard and Premium seats can be mixed and reassigned. According to OpenAI, Premium offers five times more usage than Standard and no 5-hour limit. Usage beyond the included limits can be added through workspace credits. The API is separate and billed separately.

For Enterprise, the Business pricing page names no flat seat price. It says "Custom pricing" and refers to sales. It also states that credit-based and token-based pricing is available for Enterprise plans and that invoicing and volume discounts are part of it. For credit-based Enterprise contracts that offer Codex seats, these are, per the Help Center, usage-based with no fixed monthly user fee; which seat types and billing apply depends on the contract. For token-based Enterprise contracts, OpenAI refers to its own rate card in the Help Center; the terms in the contract are binding. Estimates from third-party sites are not a reliable basis and are deliberately left out here.

Anyone who needs an invoice, purchase orders, bank transfer or payment terms in a Business workspace is referred, per the Help Center, to a contract offer. According to the Help Center, the same applies to Zero Data Retention and BAAs. For companies that order through accounting, this is often the practical difference between the plans.

Features and limits

According to the comparison table, both plans include ChatGPT, ChatGPT Work and Codex, plus projects, deep research, workspace agents, company knowledge and apps that connect internal tools. For Business, OpenAI names integrations with Google Workspace, Slack, GitHub and Microsoft 365. Enterprise additionally lists a connector directory (connector registry).

Differences in the table:

  • Context window: For the model type "GPT Instant", the table gives a total context of 54K tokens for Business and 128K for Enterprise; for the reasoning models, 256K for both. The table lists the maximum input separately, as an approximation about 40 pages (Business) and 250 pages (Enterprise). The input capacity is smaller than the total context and depends on other context components.
  • Response times: The table lists "Fast" for Business and "Fastest" for Enterprise.
  • Usage beyond the allowance: For both plans, credits can be purchased.
  • Dots: For Business, the feature is, per the table, included only in the Premium seat. More on this below.

Which models are available in which plan changes quickly at OpenAI. For models, the table refers to "Flexible" (access via credits). Check the current model list for your plan in the Help Center before deriving requirements from it.

What about Dots?

According to OpenAI, it is rolling out "dots" for Pro, Business Premium and Enterprise in eligible markets. Enterprise customers (including Edu and Healthcare) can test the beta if their workspace admin enables it. The plain Business plan without Premium is not named there. Data, data residency and contracts

According to OpenAI, both plans do not train on your business data by default. The "Enterprise privacy" page (page dated 8 January 2026, capture of 2 October 2026) states this for ChatGPT Business, Enterprise, Edu and the API. The exception is what you explicitly opt to share, for example through feedback features. For data processing under the GDPR, OpenAI offers a data processing addendum for ChatGPT Business, ChatGPT Enterprise and the API; it is concluded through a form from OpenAI.

The wording differs on retention and access:

  • Business: According to OpenAI, admins control the retention period. OpenAI's pages differ on whether admins can view or export members' conversations: the enterprise privacy page mentions viewing and export, while the Business FAQ and the Business privacy article say that private chats are not visible to admins by default and that self-service export is not available. Confirm the actual admin capabilities with OpenAI before the rollout. OpenAI removes deleted conversations from its systems within 30 days, unless longer retention is legally required or reasonably necessary to protect the services or third parties from harm.
  • Enterprise: Admins also control the retention period. Admins can retrieve an audit log of conversations and GPTs via the Enterprise Compliance API. Deleted conversations are removed within 30 days, unless there is a legal obligation to retain them.

Data residency is the most important difference for companies with data location requirements. According to the Help Center (capture of 29 July 2026), new ChatGPT Enterprise and Edu customers can specify that content at rest is stored in a particular region. The regions: Australia, Canada, Europe (EEA and Switzerland), India, Japan, Singapore, South Korea, United Arab Emirates, United Kingdom and USA. Inference residency, that is, GPU processing only within the region, is available according to the same page in Europe (EEA and Switzerland), in the USA and in the United Arab Emirates, and only together with data residency enabled. For Enterprise, data residency costs nothing extra according to OpenAI.

Limits according to OpenAI:

  • Workspace metadata, workspace name, billing data and user logins may be located outside the region.
  • Data that goes to external services via apps, MCP or web search is subject to the terms of the respective provider.
  • Not covered are, among others, third-party GPTs, Codex Web and features that are not yet generally available (beta).

For Business, the comparison table lists data residency as "No". The Help Center page on residency does not name Business. A Help Center article on where Business content is stored, however, describes a gradual rollout of data residency for Business as well, with restrictions, for example without inference residency. According to that article, you choose the region at sign-up; for a region outside the USA, OpenAI additionally stores each prompt and response temporarily in the USA, and logs for abuse monitoring remain there. Table and article therefore do not fit together; which region and which restrictions apply to your workspace is something only OpenAI can clarify. This may change. So ask OpenAI before writing it into a data protection impact assessment or a record of processing activities.

Administration and security

The comparison table lists for both plans SAML SSO, an admin console, bulk member management, admin roles, domain verification, central billing, a dedicated workspace and SOC 2 Type 2 compliance. In the capture of 4 October 2026, the analytics dashboard for Business is marked "Yes"; in the capture of 23 September it still said "No". Check this before ordering.

The table lists only for Enterprise:

  • SCIM (automatic user management via the identity provider)
  • Enterprise Key Management (EKM)
  • role-based access control and finer GPT control with group permissions
  • IP allowlisting
  • Compliance API Logs Platform
  • ISO certifications (27001, 27017, 27018, 27701)
  • data residency (see above), branded workspace, global admin console, connector registry, Intune for iOS
  • extended support, dedicated onboarding, ongoing account management and a custom security review

For companies with their own identity management, SCIM is often the point where Business ends. How administration works day to day and what the features actually deliver only becomes clear in a test in your own workspace.

Which plan fits which company

There is no recommendation here, because it depends on your requirements. The criteria help with the assessment:

  1. Data location and contract. Must content be stored in the EU, or do you need custom contract terms? According to the table, data residency and custom terms exist only with Enterprise; on data residency for Business, a Help Center article contradicts this, so check it directly with OpenAI. Whether the data processing addendum is sufficient for your use case is for your data protection function to decide.
  2. User management. Are SCIM, role-based permissions or IP allowlisting a firm requirement for you? Then the table lists only Enterprise for these.
  3. Procurement. Can you manage with a credit card and monthly or annual seats, or do you need an invoice, purchase order and payment terms? According to the Help Center, the latter goes through a contract offer.
  4. Size. The pricing page describes Business for teams of 2 to 200 employees. Since 24 August 2026, according to OpenAI, a maximum of 200 paid Standard and Premium seats combined applies per Business subscription; workspaces created earlier keep their previous seat limit.
  5. Price planning. Business has list prices. For Enterprise, a quote applies; credit and token models are possible. Plan for usage beyond the allowance, in both plans.
  6. New agent features. According to OpenAI, Dots are open to Business Premium and Enterprise, in eligible markets. The reviewed page does not name which markets are eligible. Check this in the workspace.

Premium is a seat type in ChatGPT Business. According to the Help Center, it costs USD 100 per user per month with annual payment or USD 125 with monthly payment and offers five times more usage than a Standard seat, with no 5-hour limit. Seat types can be mixed within a workspace. In the announcement of Dots, OpenAI names the group "Business Premium" as eligible for the new feature.

Does ChatGPT Enterprise offer data residency in the EU?

Yes, according to the OpenAI Help Center (capture of 29 July 2026), Europe (EEA and Switzerland) is one of the ten regions for data residency for new Enterprise and Edu customers. In addition, there is inference residency in Europe when data residency is active. Workspace metadata, billing data and logins may be located outside the region. Residency applies exclusively to the features listed there.

From how many users does ChatGPT Enterprise pay off?

OpenAI names no number for this. The pricing page describes Business for teams of 2 to 200 employees and names no threshold for switching. Since 24 August 2026, according to OpenAI, a maximum of 200 paid Standard and Premium seats combined applies per Business subscription; workspaces created earlier keep their previous seat limit. In practice, what decides is whether you need features such as data residency, SCIM or custom contract terms. Binding Enterprise terms are in the quote or contract.

Does OpenAI train on data from ChatGPT Business?

Not by default. OpenAI writes in "Enterprise privacy" and in the Business Help Center that data from ChatGPT Business is not used to train the models, unless you have explicitly agreed to share data to improve the services. For GDPR requirements, OpenAI offers a data processing addendum. For Zero Data Retention, the Help Center refers to contract offers rather than to Business.
